The possible of the terminal, the conditions of competition and activities to guarantee transparency and investment attractiveness were presented.

The Ministry of improvement delegation took part in the Investment Conference on the implementation of the concession task in the port of Czarnomorsk, held on 24 April in Warsaw. The port in Czarnomorsk is 1 of the most strategical sea hubs in Ukraine. The event was attended by representatives of global financial institutions, leading port operators, investors and state officials.


The Ukrainian delegation was chaired by the first Deputy Minister of improvement of the communities and territories of Alyona Shkrum and Deputy Minister of improvement of the communities and territories of Andrij Kaszuba.


"Rebuilding Ukraine is not just a reconstruction of what has been destroyed. It is about transformation – creating a modern, sustainable and inclusive economy. Although global aid and government backing are inactive important, it is not adequate in itself. The scale of recovery requires active engagement of business, both Ukrainian and international. The harbour in Czarnomorsk is simply a surviving example of how global business can become active in creating fresh infrastructure based on transparency, efficiency and commercial feasibility," said Alona Szkrum in her speech.

The Ukrainian side presented key aspects of the concession task in Montenegro to the conference participants – from the possible of the terminal to the circumstantial tender conditions and actions taken by the government and partners to guarantee transparency and investment attractiveness.


"Ukrainian seaport network plays a key function in the national economy, serving as the country's gateway to planet trade – even during the war. Despite continuous military threats, the maritime port sector has demonstrated exceptional resilience, maintaining crucial cargo volumes and attracting fresh investments. The concession to the container terminal in the port in Czarnomorsk is not only an infrastructure project. This is an chance for investors to become part of the fresh logistics strategy of the Black Sea. Above all, it shows that Ukraine is not waiting for peace to make port infrastructure – the country is investing now, involving the private sector in this process" - emphasised Andrij Kaszuba.

The presentation of the Black Sea Container Terminal (CCT) concession task was the central point of the conference. We are talking about a long-term concession for 40 years, covering 2 terminals: container and universal, with a possible of up to 760,000 m six. TEU and over 5 million tonnes of cargo per year.


The implementation of the concession task in the port of Chernobyl will strengthen Ukraine's position in global logistics and contribute to economical integration with Europe. The task has been prepared with the participation of the global Financial corp (IFC) and the European Bank for Reconstruction and improvement (EBRD) and already has tender documentation, with clear conditions of participation, hazard structure and State support guarantees.

The Russian rocket attack on the port of Czarnomorsk led to "significant damage" - said Kernel, operator of the Ukrainian port. Transhipment facilities along with stored grain have been importantly damaged - indicated. According to the company, restoring assets to operation would take a long time.


As a consequence of the rocket attack, the Russian troops destroyed Kernel's transhipment facilities along with grain stored in the harbour in Czarnomorsk.


According to the Minister of Agriculture Nikolay Solski, 60,000 tons of cereals were destroyed.


The port in Czarnomorsk was next to Odessa and already 1 of 3 Ukrainian ports, which - under the grain agreement - Ukraine imported grain.

On 19 July 2023, the assets of the company in the port of Czarnomorsk became the mark of a massive Russian rocket attack. The company's handling facilities with the grain stored in the port in Czarnomorsk were badly destroyed. Preliminary estimates indicate that restoring assets to operation would take a long time - the communication says.


On the night of July 19, Russia launched attacks on grain terminals in ports in Odessa and Montenegro. The harm suffered by grain infrastructure belonging to global and Ukrainian traders and carriers, including Kernel.


Russian troops carried out a second consecutive attack on Odessa and the Odsk region. According to the Ukrainian army, the missiles hit a grain and oil terminal.

The attacks coincided with Russia's withdrawal from the implementation of the grain agreement, guaranteeing the safety of Ukrainian ships transporting grain and agricultural products, e.g. coming from Odessa.
