Faced rising housing prices and a crucial increase in wages in fresh years, Ombudsman sent an authoritative letter to Minister of improvement and Technology Krzysztof PaszykIn which he demands raising the limit of monthly deposits in housing accounts. Current limitation to PLN 2 1000 per month According to RPO, it is inadequate for economical realities in Poland in 2025.
What are housing accounts and how do they work?
Housing accounts is simply a savings instrument introduced in 2023 under the alleged Residential Account in the First flat Program. Their main nonsubjective is supporting savers for the acquisition of the first real estate. Account can be established in three banks: PKO BP, Pekao SA and Alior Bank.
Residential accounts shall be paid for a period from 3 to 10 yearsand, if the conditions are met, the State pays a housing premium, the amount of which depends on average yearly increase in housing prices or Annual inflation rate – the preferred option for the saver is chosen. Importantly, the funds collected in the account are not subject to Belka tax.
Why is the PLN 2 000 limit insufficient?
As the RPO noted in its letter of June 2025, Since the introduction of housing accounts, property prices and minimum wage have increased significantly. Data Central Statistical Office of May 2025, the average price of a square metre flat in Poland is PLN 12 190, and in Warsaw already exceeds 17 800 PLN/m2. In turn gross minimum wage since January 2025 is PLN 4626 A month.
With the current limit 24 1000 PLN per year, the saver would collect a maximum of 5 years 120 1000 PLNWhich, in many cities, would not even be adequate to contribute.
"The limit of PLN 2 000 per period no longer corresponds to economical realities. It makes it hard to put aside real housing, especially in large cities," argued the RPO in the letter cited by Journal of the Legal Gazette.
Position of the Ministry of improvement and Technology
Resort directed by Krzysztof Paszyka confirmed that the subject is being analysed. Ministry is considering changes in housing account parametersAlthough no circumstantial decisions have been made at this moment. Interestingly, the proposal does not yet appear increase of the maximum monthly paymentonly Minimum reduction – from the present PLN 500 to PLN 300 a period to aid people with lower incomes.
Experts: flexibility and updating of the rules
Both economists and the banking sector agree that housing account mechanics needs to be corrected. "If the state encourages citizens to save money, the limits should not be a barrier, but a tool to support the nonsubjective of buying housing," he says. Dr. Aleksandra Maj from SGH, Residential Policy Expert.
From data Union of Polish Banks It appears that in the first 4th of 2025 more than 63 000 housing accountsand the monthly average payment was PLN 1,732. That means quite a few people are inactive approaching the advanced limit.
Real Saving Needs
In practice, Most young Poleswho plan to acquisition the first apartment, there are no another options for long-term and safe saving with a state bonus. Therefore, limiting them to a fixed amount PLN 2 1000 per month It's becoming more and more problematic.
"Elevating the limit to PLN 3-4 1000 per period could have a real impact on saving efficiency and reconstruct the functioning of this instrument under current marketplace conditions", he considers Maciej Witczak, Open Finance Financial Advisor.
Summary: Changes are inevitable
In 2025, facing rising housing prices and increased income for citizens, maintaining a limit of PLN 2 000 per period seems anachronistic. RPO, representing the interests of citizensrightly points out the request to revise the existing rules.
Come on. Ministry of improvement and Technology has not yet presented a draft amendment, all indicates that decisions will be made in the second half of 2025. expanding the limits can importantly increase the effectiveness of the programme, which currently, despite attractive conditions, is not keeping pace with the real property market.
