In Poland, there is simply a revolution in the strategy of charging water and sewage charges, which can consequence in crucial increases in prices of these services.

The Ministry of Infrastructure proposes that municipal councils decide on tariffs, with limited supervision from the State Water Plant Polish Water. In any regions, however, even specified increases may not be adequate to cover actual costs.

Leszek Słowiski from the Office of the Union of agrarian Commons of the Republic of Poland emphasizes that Polish Waters applied a tariff policy that did not reflect actual costs, which burdened local budgets and limited investment opportunities.

The fresh regulations, although a step in the right direction, meet with criticism. Regionalisation of fees can lead to inequalities in the charging of fees and limiting maximum increases to 15% is problematic as real costs have increased significantly.

Increases in prices for water and sewage are necessary, but further changes in water law are needed to guarantee fair and realistic charging, allowing infrastructure improvement and environmental protection.

These changes are crucial for self-governments who face under-financing and expanding operating costs. These decisions will have long-term consequences not only for local governments but besides for residents who will be charged higher charges for municipal services.

The proposals of the Ministry of Infrastructure presume a partial return to practice before December 2017, erstwhile tariff decisions were solely the work of municipal councils. According to the latest project, water and sewerage companies will present fresh tariff projects with the justification of local authorities. Ultimately, the municipal council will decide.

Although Polish waters will lose any of their powers, they will not be completely deprived of the anticipation of intervention. Where the proposed tariffs would exceed a 15% increase compared to the average price in the erstwhile year, that authority will hold the right of veto.
