Chancellor Scholz suggested at the Berlin safety Conference that Europe should return to the pre-war "peace order" with Russia, saying that there is simply a "readyness" to engage in a conversation with the Kremlin if Vladimir Putin is willing to renounce aggression against his neighbours.
