This vehicle will scope a place where there is no communication e.g. due to war or natural disaster. With satellite communications, it will make the net available, supply real-time images and analyse the situation utilizing sensors and Jasmin's crisis management system. This is the Mobile Emergency Management Center, whose prototype can be seen on MSPO.
Presented at XXXIV global Defence manufacture Salon in Kielce Mobile Education-Operational Emergency Management Center is the latest prototype product of TELDAT. The vehicle was developed in cooperation with territorial defence troops and the Youth Mechanics Academy Foundation. “This car can be utilized for various activities, both military and crisis management, specified as natural disasters specified as flooding,” explains Łukasz Blechman, a typical of TELDAT.
The vehicle is equipped with a number of sensors, from which readings are constantly analysed Jasmin system, already tested by territorial defence troops during floods in 2024. Today, territorialists frequently usage Jasmin to carry out exercises and tasks in the event of a crisis.
MOC mobile centre sensors measurement air and water parameters and carbon dioxide concentrations; the platform besides has reconnaissance drones, a series of cameras and a siren capable of emitting alarm signals and messages for the population.
The vehicle is equipped with radio, satellite telephone communications provided by Starlink, LoRaWAN and LAN/WLAN. – It can, for example, scope a place where there is no communication at all due to disasters or war. It will review the situation on an ongoing basis, with multiple sensors it will measurement the environment, and the Jasmin system, which has crew members on laptops, will analyse them for possible solutions. The mobile management centre can besides supply connectivity, e.g. satellite, to susceptible areas where it is missing," says Łukasz Blechman.
Inside the MOC there are 3 workstations with laptops and Jasmin strategy and a larger 55-inch screen, e.g. for checking in with a stationary management/command centre. In addition, the car has the essential medical equipment, specified as emergency backpacks, defibrillator, first aid kits, etc., as well as powerbanks and tools for work in susceptible areas.
The vehicle is to be used, among others, for training by territorial defence troops, but as manufacturers provide, the possible spectrum of usage of specified a management centre on wheels is highly wide. – It provides communication, integrates services with each other, can supply the population with a temporary network; it besides provides real-time images and current measurements from the environment, applying this utilizing Jasmin to the map, and creates e.g. evacuation scenarios, or scans the area with the drone car in its equipment and besides provides these data to the strategy – the TELDAT typical states.
Mobile Education-Operational Center for Crisis Management of TELDAT will fight at MSPO 2026 in Kielce for the Defender Award.
