CBA to be liquidated. What can replace them?

The bill is ready.

The concept of the complete abolition of the Central Anti-corruption Office was adopted. The government squad completed work on a bill that will lead to the conclusion of this state institution. The planned results are to be announced at the end of this month.

On 10 November 2023, the parliamentary majority, consisting of leaders of the PO, PSL, Poland 2050 and the Left, approved a coalition agreement, in which 1 of the points is the liquidation of the Central Anti-corruption Office.

The agreement states that the CBA will be liquidated and its resources and competences transferred to another services, including the police Central Investigation Bureau's anti-corruption crime division. According to the agreement, this reorganisation is intended to strengthen the fight against corruption, which the erstwhile administration allegedly completely neglected.

The Central Anti-corruption Office was established in 2006, during the first word of the Law and Justice Party, which lasted from 2005 to 2007. The first manager of the Central Anti-corruption Office was Mariusz Kamiński.

Changes and acceptance of the President

To implement the bill, it must besides gain acceptance of Andrzej Duda. For it to enter into force, the president is obliged to sign it. However, the officials of Andrzej Duda's office have no illusions – according to them, the chances of the president signing this bill appear to be very small.

RMF FM reports that CBA's competences will be transferred to another institutions, 1 of which will be created specifically for this purpose. The fresh service is to be called the Central Bureau of Corruption Combat and to be located with the police, as is the Central Bureau of Police Investigation. Jacek Dobrzyński, a spokesperson for the peculiar Services Coordinator, explained that the main areas of the fight against corruption will be concentrated in this fresh unit.

However, the interior safety Agency will proceed to fight corruption, as it has been part of its responsibilities for a long time. On the another hand, the tasks related to analysis and control, including checking property statements, will be taken over by the National taxation Administration.

As Jacek Dobrzyński stressed, the Act provides for a adequate period of time to carry out these changes after the entry into force of the fresh regulations. Therefore, the liquidation of the CBA will not take place immediately.
