Can the U.S. destruct Russian units in Ukraine?

If Russian president Vladimir Putin uses atomic weapons in Ukraine, the U.S. and their allies will destruct all Russian military units in that country and sink the Russian Black Sea Fleet – believes erstwhile CIA manager and retired American general David Petraeus.
