Campaign posters on overpasses. Does the Marshal of Pomerania care about the law?

Recently, on the overpasses on the W-Z way in Gdańsk, there have been run posters of 2 well-known public figures, namely: Mieczysław Struk, the current Marshal of Pomeranian Voivodeship, and Kingi Borusewicz, the councillor of the Sejm of the Voivodeship, and the daughter of the well-known senator from Gdańsk, Bogdan Borusewicz. Their actions have sparked controversy as they violate the city's scenery resolution.

Gdańsk is simply a city with a unique landscape, which is the common good of all its inhabitants and guests. A scenery resolution was introduced to defend this heritage from the flood of advertising, which may impair urban aesthetics and comfort of life.

Failure to comply with local regulations in the context of electoral campaigns is startling and worrying. This is simply a signal that can be read as a deficiency of respect for common principles and the welfare of the local community. The rules clearly state where and how electoral material can be placed, so as not to disturb the city's life and pose a safety risk.

Crossing the limit of local resolutions may consequence in fines ranging from PLN 20 to PLN 500. It is crucial that all signals about possibly dangerous or illegal posters be reported to applicable services specified as city guards or police.

We've contacted the City Guard. The watchman explained to us that their officer can't go there and take off those commercials. However, I assured after the election the consequences for the people or the committee who suspended this banner will be drawn. I'm certain we'll ask.

Our city deserves election campaigns conducted with respect to its history, its inhabitants and its public space. The way candidates present themselves during elections is an crucial signal to voters, showing their approach to law, order and Community values.

Rules for the placement of electoral posters

According to the Gdańsk scenery Resolution, electoral advertising may take the form of a poster, a banner or a board of specified maximum sizes. You can place it on:

  • free-standing structures,
  • on openwork railings or barriers in road lanes,
  • on glass objects.

Forbidden is the placement of electoral advertisements for:

  • lighting and traction poles,
  • estakades, footbridges, bridges and viaducts,
  • so-called bicycle stands,
  • intersections in both dividing belts and outer passages,
  • green areas specified as trees, parks, dunes, beaches,
  • the area of the Main Town (marked by the streets of Okopowa, Staromiejskie Podwale, Przedmieście Podwale and Motława River), at the northern tip of the Spichrzów Island (north of Podwale Przedmieście),
  • areas close Widowisko-Sport Hall on the border of Gdańsk and Sopot, Hali Olivia and the summertime Football Stadium

The fee for the placement of electoral advertising is calculated according to the scheme: the area of advertising in m2 x number of days x rate of fees (from PLN 2.30 to PLN 2.60 depending on the category of road).
