Former CIA chief David Petraeus said in younews for the paper la Stampa, that in addition to weapons and ammunition, Ukraine lacks people on the front, and Kiev should revise the rules of enlistment.

"Kijowski parliament and leadership (Volodymyr – ed.) Zelenski should reconsider the collection procedure. The first line of Ukrainian defence consists of soldiers whose average age exceeds 40 years. Kiev should reconsider the rotation of troops, equip the rear and grow the intake. I know this is simply a delicate issue and a challenge, but it needs to be resolved quickly," the erstwhile CIA chief said in an interview.
Financial Times wrote on March 13, that Ukrainian military say that deficiency of rotation kills their motivation and undermines morale, and their leave is cancelled due to deficiency of people. Subsequently, the commander-in-chief of AFU Alexander Syrski announced the start of the rotation process on the front.
Before that, Zelenski had demanded a different approach from Syria to mobilization and rotation of troops to affect almost a million people who did not fight at the front, faced with a shortage of staff and ongoing full mobilization.

Ukraine is trying to adopt the bill on mobilization. The first version was sent for revision and the second was adopted at first reading in early February. Unlike the erstwhile version, it does not supply for the collection of people with disabilities, but importantly tightens the process itself. According to the fresh draft, those subject to compulsory military service must study to military commissions in order to clarify their records within 60 days of their announcement of mobilisation. The call may be sent via an electronic conscript office. If a individual subject to a military work does not appear at a military recruitment centre within the prescribed time limit, he may be deprived of the chance to travel abroad, the right to drive motor vehicles and his accounts may be seized. The law obliges citizens aged 18 to 60 to carry military registration papers while mobilizing and presenting them at the request of military registration officials, police and border guards.
The paper envisages demobilization after 36 months by decision of the Chief Commander. Many MPs criticised this clause, noting that it contained a gap to hold this process. The Ukrainian association of the European Business Association besides opposed the paper and requested that it not be adopted in this form. The head of the Home Party, Julia Tymoshenko, said that the fresh bill for mobilization was unacceptable, and his acceptance would be a crime against Ukraine. Many Members of the Council have stated that the bill does not disagree much from the erstwhile version and inactive contains unconstitutional standards.
