When I read in media reports that the Board of Entrepreneurship presented a position on financial shields, which was assessed in the Polish Parliament by the president of the ultimate Chamber of Control – Marian Banaś, in my first instinct was whether there was a journalistic error.

According to 1 of the business portals, belonging to the German publishing home and practicing even gross propaganda in Poland, the editors specified as Tomasz Lis – “The Board of Entrepreneurship believes that the Financial Shield Programme (TF) implemented by the PFR was a unique in Polish past effective action protecting the business sector and the labour market, implemented in exceptional circumstances of the COVID-19 pandemic. The fast assistance provided in 24-48 hours through Polish banks went to 353 000 enterprises contributing to the maintenance of more than 3.2 million jobs," the position of the Enterprise Council states."

In the light of the above entry, interested, I went to the Enterprise Council website, to see who the institution is and why it so kindly evaluates the work of the Polish improvement Fund and Paweł Boris – the president of the PFR. At the very beginning, the site does not match a website that could associate in any way with the institution of Polish origin.

However, in the “About Us” tab we can read that “The Enterprise Council is simply a forum of cooperation of representatives of the largest organizations representing entrepreneurs and employers in Poland. Originally established on 17 November 2003, it was revived on 24 March 2020 to rescue the Polish economy threatened by pandemic and recession. Members: ABSL, Business Centre Club, Federation of Polish Entrepreneurs, Confederation of Leviathan, National Chamber of Commerce, Polish Business Council, Employers of Poland, Union of Polish Banks, Association of Polish Crafts".

Of course, it is simply a conglomerate of subsequent institutions, which is expected to sound Polish and Polish, both professionally and modernly. It is besides intended to influence the imagination of the audience and make an impression of multiplicity and environmental diversity.

An example that would perfectly exposure this mechanics was the 2020 election for the Ombudsman. It was then that Zuzanna Rudzińska-Bluszcz was to receive support from over a 1000 NGOs and social organizations. However, after verification of many of them, it turned out that they were institutions based on the same names, which exchanged only functions on the boards.

Mrs Zuzanna, despite her strong support, has not become a spokesman.

However, returning to the Council's clue statement, which was so crucial and crucial that, as quoted in the mainstream, in fact only disturbs the image of the president of the NIK. Indeed, from the point of view of the 353,000 entrepreneurs who benefited from the Financial Shield at the time, the solution provided by the PFR and the Government could be seen as a "positive response" to the crisis.

Few during the pandemic had an thought of how to deal with the “lockdown” policy in Poland.
However, erstwhile reading the statement, it is impossible to get the impression that we are dealing with a situation in which the president of NIK speaks about “colours” and the Board of Entrepreneurship about “sounds”. In the current pre-election situation, they are glowing to look for people who criticize aid entrepreneurs in the day of Covid.

The Council rightly mentions the protection of 3.2 million jobs and the fact that the strategy implemented by the PFR was working correctly: "The rules of the TF programme and the granting of subsidies were approved by European Commission decisions. The legal provisions underlying the TF programme are no uncertainty and attempts to challenge them make unnecessary risks for entrepreneurs. On the basis of all of its experience, the Entrepreneurship Council does not see any grounds justifying statements alleging the PFR "... spent [measures] outside of all rules and rigors, in high-risk circumstances, discretion and corruption." The Enterprise Council highly assesses the objectivity of the grant procedures and the professionalism, reliability and efficiency of the PFR for the implementation of the TF Programme."
It is important, however, that the costs of saving entrepreneurs are borne jointly by all Poles.
This is reflected in rising costs of services, energy prices, food and advanced inflation. Banas clearly and clearly points out that the measures being pushed outside the budget, which are not subject to government and NIK control, will only make the economical situation worse and hold recovery from the crisis.

"The scale of specified financing of public tasks in the last 3 years has taken on unquoted size. At the end of 2022, Bank Gospodarstwa Krajowego operated 20 funds, eleven of which were created after 2019. The gross and expenditure of these funds amounted to over PLN 100 billion, equivalent to about 3.5% of GDP. Since the beginning of 2023, the operation of Bank Gospodarstwa Krajowego has besides been entrusted to the Government Road improvement Fund, which has so far been operating in the form of a state peculiar intent fund. Another origin distorting the value of the deficit has been the phenomenon of the free transfer of securities to various taxation entities, which has been expanding for respective years. In 2020, with the omission of the account of state budget expenditure and, consequently, the consequence of the state budget, were transferred free of charge to various entities of fiscal securities with a nominal value of almost PLN 26 billion. The full value of specified backing in 2019–2022 amounted to over PLN 73 billion. (...) Without questioning the intent of the support, we note that this was done without the budget bill, although it had a crucial impact on the general government deficit and on the increase in debt of this sector. I would point out one more time that financing a crucial part of the tasks outside the state budget contributes to reducing the function of this budget and that the budget bill, contrary to the rule laid down in Article 109 of the Public Finance Act, ceases to be the basis of the financial economy of the State in the financial year in question."

Billions of zlotys, which have been extrapolated in European banks outside the budget, for the appropriate commission for the Polish improvement Fund and Bank Gospodarstwa Krajowego, are to be gradually contributed to the budget in subsequent years, and this marks a immense economical slowdown and deteriorating material situations of all Poles, including entrepreneurs.

Why the abrupt "mints" of groups closely connected with leftist groups and the Civic Platform to Paul Boris' backgrounds linked to the current government arrangement? We won't read about that in a statement.
