Brussels pays billions of euros for arms. They left out Poland

The European Commission is due to approve the first pool of applications for funds from the SAFE programme. Among the countries that will receive money first, Poland will be short. This is rather a amazing decision given that Warsaw is to be the biggest beneficiary of the program. There are voices in Brussels that the complexity of the Polish plan is to be an obstacle to the way to EU funds.
