Brussels safe harbor of Russian intelligence?

Brussels is home not only to EU and NATO institutions, but besides to about 100 another global organisations and 300 abroad diplomatic missions. According to the Belgian abroad Ministry, they employment a full of about 26,000 registered diplomats, each of whom - de facto - can be associated with the interview. Diplomatic passport is the best cover. The task of these "diplomats" is to contact officials and get the desired information, and the Vienna Convention protects them from prosecution. As he wrote in December 2022 on the Politico service, the Belgian counterintelligence estimates that in any embassies 10 to 20 percent of diplomats are actually intelligence officers.
