Britain wants to make an allied northern fleet

Britain has put forward a proposal to form an alliance of naval forces of countries located in Northern Europe. This is, on the 1 hand, a consequence to increasing force from Russia, and on the other, a necessity for the Royal Navy, whose ability to operate is becoming increasingly problematic.
