Bolivia: Parliament allowed military usage against demonstrators blocking the road

Bolivian Parliament adopted on Sunday a bill authorising president Rodrigo Paz to introduce a state of emergency and to usage the armed forces to remove roadblocks placed
for over a period by farmers and trade unionists protesting against the government.

Sunday morning local time, after law
14-hour sittings, Bolivian Chamber of Deputies approved the bill, adopted already on Thursday
by the Senate. The law will enter into force after signature
by the president.

This means that Paz already has legal tools
and constitutional bases for issuing a decree to introduce a state of emergency in Bolivia
“El Deber” said.

One of the articles of the Act states that during the state of emergency the rule of ‘presumption of legality’ of the activities of uniformed services applies.

Since the beginning of May, many farmers, miners, transport workers and representatives of another professional groups have blocked roads in many places of Bolivia.

Paza's government described the protests as a “state coup”
and tied them to erstwhile president Evo's sympathizers
Morales and the activities of drug trafficking criminal groups.
