Big change in fresh York. Entry to part of the city will be paid

New York Gov. Kathy Hochul on Thursday approved plans to introduce fees to reduce congestion in fresh York City's prestigious Manhattan borough. The base fee will be $9, up from $15 previously proposed by transit officials.
