Among the main reasons for this accident was the failure to adapt the task to the age, capabilities and experience of the scout. As president Anna Malinowska said, "Every task should be adapted to the age, capabilities and experience of the scout". In this case, a 15-year-old scout was not adequately prepared to execute specified a task, and the deficiency of supervision and safe conditions contributed to the tragic consequences.
Under the rules of the ZHR, each task should be adapted to the age, capabilities and experience of the scout, while maintaining full supervision and security. Unfortunately, in this case the rules were not respected and the consequences were tragic.
This year, the ZHR organizes nearly 300 camps, involving respective 1000 people. Each of these camps must comply with strict legal requirements and interior procedures. Unfortunately, in the case of the camp in Wilcze, not all procedures were followed, which resulted in a tragic accident.
In the light of this event, the ZHR underlines that the safety of scouts is the most crucial aspect of the organization's activities. Personnel are trained in safety and Boy Scout education, and the camp participants are assured of intellectual assistance.
ZHR spokesperson Adam Paczyna said that the task he received was “not the efficiency that came from the Girl Scouts' Regulations in our organization.” It was an individual task, agreed between a tragically deceased friend and a teammate who was not respected.
As a consequence of this incident, the prosecution launched an investigation, and the scout squad commander and a water rescuer heard allegations of manslaughter and direct vulnerability to life-threatening or severe injury. They're facing up to 5 years in prison.
The household of the deceased Dominic asks the media to refrain from trying to contact and absence at the ceremony to respect their privacy at this painful time.
As a consequence of this event, the ZHR ensures that each of the organized camps is supervised and controlled and that the staff is trained in safety and Boy Scout education. Camp participants are assured of intellectual assistance, and families are supported in all possible way.
