Advantageable changes in air force allowances

Higher peculiar allowance for groundhandling, fresh rules for granting a single peculiar allowance for flights and expanding the list of beneficiaries of peculiar and service allowances. MON prepared changes in the incentive strategy for air force soldiers. They will include not only pilots and soldiers of flying personnel, but besides ground technicians.

The draft prepared in the MON concerns the amendment of the Regulation of 9 January 2023 on allowances for basic professional soldiers. The proposals for changes concern pilots and air-engineers. Already last year Deputy Prime Minister Władysław Kosiniak-Kamysz announced a complete change of the incentive system for air force personnel. “The training of the pilot is hundreds and frequently millions of PLN. We can't afford to let soldiers with the highest qualifications leave the force. This is why the revised regulation is intended to supply incentives for aircraft personnel and method personnel operating aircraft to carry out long-term professional military service, says Janusz Seymej, MON press spokesman.

More soldiers with peculiar addition

The draft amendment provides for the extension of the catalogue entitled to the peculiar allowance – it will include, among others, soldiers operating on unmanned aircraft crews and aircraft engineer-aircraft personnel utilized by Military Academy of Aviation, for example, to train pilot candidates. The amount of the allowance will depend, inter alia, on the hours of flight of the unmanned pilot or, in the case of ground-handling services, on the service experience in the given position.

The amendment besides includes changes in the award of a peculiar allowance for pilots. Currently, the amount received by a given soldier depends solely on the hours of raid, and after the changes, the pilot class will besides count. – The introduction of an additional condition is to stimulate to improving pilot skills and competences – is justified by representatives of the MON. The rate of the allowance will proceed to be calculated as a product dependent, among others, on the multiplier raid and base amount (1500 PLN). As at present, the minimum amount of this fee will be PLN 750 for pilots with at least the 3rd class of pilots and raids over 300 hours. The maximum rate (2,700 PLN) will be allocated to Class I pilots with a raid of more than 2,000 hours.

Who's the increased bonus?

Changes to the plan specify erstwhile the peculiar allowance can be increased. Currently, specified a "bonus" is due to pilots for flying to F-16, F-35 or FA 50. Now this list is to be expanded with flights on machines: MiG-29, SU-22, M-346, SAAB 340, S-70i/UH-60, AH-64, AW101 or AW149. The multiplier of the allowance will be dependent, inter alia, on years of service on a given aircraft type.

The increased peculiar allowance for flying will be granted to soldiers with: teacher privileges (the supplement is to be increased by a multiplier of 1,5, i.e. by PLN 2250), pilot master class (increase by PLN 1500), as well as to another compartment staff with teacher privileges (by PLN 750) or master class (by PLN 1050).

For the increase of the peculiar allowance for the implementation HEAD flights will be able to number not only, as at present, soldiers from 2 transport aviation bases (1 and 8), but all professional soldier gathering the conditions to fly with the most crucial people in the country, aircraft intended for air transport with a HEAD status.

There will besides be a change in the rules for granting a one-time peculiar allowance for soldiers operating in the composition of military aircraft crews. It presently amounts to 300% of the amount of the fixed peculiar allowance collected and is paid to soldiers with at least 10 years of service in the flight crew and after an appropriate raid during the year (30 hours – supersonic aircraft or 40 hours – another military aircraft). The ministry's proposals include a simplification in the required period of service authorising receipt of the allowance from 10 to 5 years. The supplement is expected to grow by 50% each year, up to 300% after 10 years. Then it will be increased by 20%, all year, no more than 60%.

More money for groundhandling

The fresh regulations will benefit soldiers dealing with direct aircraft handling. The task envisages an increase in the peculiar supplement for this group of soldiers. The amount of the benefit, depending on the duration of the service, will be PLN 750 (internship in posts covered by the allowance up to 10 years), PLN 975 (from 10 to 20 years), PLN 1200 (from 20 to 30 years) and PLN 1425 (over 30 years). The allowance will increase by PLN 300 if the soldier holds a MAML (Military Aircraft Maintenance License) service staff licence, and by PLN 150 if he works with more than 1 aircraft type.

A one-time peculiar supplement will be a novelty for aircraft servicemen. Its amount is to be calculated as multiples of the monthly fixed peculiar allowance – from 4.4 times (up to 10 years of service at posts entitled to the allowance) to 5.7 times (20-30 years).

A list of holders of a service allowance who are entitled to a circumstantial post will besides be extended. In addition to the erstwhile beneficiaries, i.e. battalion commanders or air traffic controllers, the allowance will besides be granted to the method squad Commander of ground-handling aircraft (NOSP) or the Maintenance Group of the Air Base. The benefit will scope from 150 to 450 PLN, depending on the scope of the duties.

The proposals clarify the rules on the granting of allowances for guidance navigators and forward guidance navigators. The erstwhile will proceed to receive a service allowance of between 300 and 900 PLN per month, in the case of the second speciality, a division into 3 groups was proposed, depending on their rights. Qualified JTAC will receive from 300 to 750 PLN per month, JTAC with training privileges – from 750 to 1500 PLN, and JTAC with evaluation privileges – from 1500 to 2250 PLN.

The task is included in interministerial arrangements. MON would like the regulations to enter into force on 1 October 2025.
