Pakistan atomic umbrella over Saudi Arabia

Pakistan's defence minister put a dot over "i": "The atomic possible of Pakistan will be made available to Saudi Arabia under this agreement". This does not mean, of course, that Riyadh will now be able to freely own a Pakistani atomic bomb – but the agreement states that in the event of aggression against 1 side, Riyadh will come to her aid. Is this the start of a fresh atomic arms race?
