But the roles changed, as Vladimir Putin said in 2018: “We were always catching up: the atomic bomb was built in the US, the russian Union was catching up. We had no means of transferring, no strategical aviation, we did not release the first intercontinental rockets. The russian Union was always catching up. Now we have a unique situation: they are catching up with us”.
