As I compose these words, in the last days of April, it is not easy to find out what phase the US-Russia-Ukraine negotiations are truly at. We have only partial information, and frequently highly biased. So it is not clear what is actually a condition of the agreement and what is simply a smokescreen. Nevertheless, a fewer things seem clear.
