Finland's defence minister, Antti Hakkanen, warns against the expanding hazard of armed conflict in the Baltic Sea. Although it is not inevitable, a series of critical infrastructure incidents and the activity of Russian shadow fleet oil tankers are of concern. Finland calls for enhanced cooperation in the region.
