Finland's defence Minister, Antti Hakkanen, warns of the expanding hazard of armed conflict in the Baltic Sea. Although it is not inevitable, a series of incidents related to critical infrastructure and the activities of worn-out tankers of the Russian shadow fleet are causing concern. Finland calls for strengthening cooperation in the region.
