Apple makes major changes to the App store in the EU – fresh rules, lower commissions, more freedom for creators.

Apple announced extended changes in the App store within the European Union, adapting to the Digital Markets Act (DMA).

Application developers can now:

  • promote offers besides outside their own website, in another applications and marketplaces,
  • place multiple links in applications (with redirections and tracking),
  • design your own promotional interface,
  • quit displaying informing on external links after first clicking.

In a message for 9to5Mac, Apple said:

The European Commission requires Apple to make a number of additional changes to the App Store. We disagree with this consequence and plan to appeal.

Apple besides introduces a fresh toll model:

  • Fee for first user acquisition: 2% for 6 months after collection (exceptions),
  • App store charges:
    • Tier 1 – 5% for basic services (no updates, recommendations, etc.),
    • Tier 2 – 13% (or 10% in the programme for tiny businesses and subscriptions over the year),
  • Basic technology fee:
    • EUR 0,50 per installation above 1 million (alternative conditions),
    • or 5% commission on sales by external payment systems (standard terms).

As of 1 January 2026, Apple will introduce a unified settlement model in the EU, based on a sales commission alternatively than the number of installations. The company announced an appeal against the decision of the EC, despite its cooperation.
