The prolonged military conflict in Ukraine and the resulting unfavorable situation in many areas of the Russian Federation forces Moscow to apply provocative pressures against various countries, including threats of real usage of atomic weapons. Already at the NATO summit in Madrid in 2022 it was stated that Russia poses a crucial and immediate threat to the safety of the alliance and to the peace and stableness of Europe. Therefore, the admission of countries with no atomic weapons of their own into the program of their usage provides the highest safety warrant for the alliance and another states, and besides has a peculiar function in the deterrence system.
