“The abolition of the secretarial clause from the papers of operational planning [...] has far-reaching effects that have had a negative impact on the interior and external safety of the Republic of Poland,” he proclaims an act of accusation against, among others, erstwhile Minister of Defence Mariusz Błaszczak and Sławomir Cenckiewicz, erstwhile manager of the Military Historical Office, presently head of the BBN.
"On 22 August 2025, the Prosecutor of the Department for Military Affairs of the territory Prosecutor's Office in Warsaw directed an indictment to the Criminal Division of the territory Court in Warsaw against: erstwhile Minister of National Defence – presently associate of the Sejm of the Republic of Poland – Mariusz Błaszczak, erstwhile Deputy president of the National Broadcasting and tv Council – presently president of the National Radio and tv Council – Agnieszka Glapiak, erstwhile manager of the Military Historical Office – presently Head of the National safety Bureau – Sławomir Cenckiewicz and erstwhile manager of the Department of strategy and Defence Planning of the Ministry of National Defence – Piotr Z."
The erstwhile Minister of National Defence was accused of abolishing the confidentiality clause from fragments of papers of strategical operational planning, including the “Plan for the usage of the Armed Forces of the Republic of Poland WARTA-00101 Self-defense main part” and the “Politic-Strategic Defence Directive of the Republic of Poland” of 2015, “outstepped its powers to accomplish individual benefits for the Law and Justice Party”. According to the D.A., declassified was besides carried out without prior assessment of whether the grounds for the secret papers had ceased. The materials were then utilized during the run of the “Law and Justice” party, which is simply a associate of Mariusz Błaszczak.
As the D.A. stated in her communication, Peter Z., Agnieszka Glapiak and Sławomir Cenckiewicz played a “important role” in the crime committed by the then Minister of National Defence. According to investigators, ‘they made it easier for him to do so’ due to the fact that ‘without the action and initiative of those persons, there would be no declassified and subsequently disclosure of fragments of operational planning documents’.
The Prosecutor's Office besides indicated that the papers mentioned are covered by the highest safety classifications as they contain information on the state's defence strategy. According to investigators, declassification of this kind of information has had a negative impact on the interior and external safety of the Republic of Poland, political stability, social assurance and the position of Poland on the global stage. The situation does not change the fact that the data contained in the papers were later amended and updated during the time erstwhile the defence minister's office was held by PiS politicians, as "the essential logic of the defence resulting, for example, from the geography of the region has not been revalued and should never be publically disclosed". As we read in the communication, the harm caused is to facilitate the analysis of Poland's way of defending the country. "In a clear way, even tiny details resulting from the strategical defence plans of Poland are invaluable to the enemy Polish intelligence agencies," the prosecutor pointed out.
According to the prosecutor's office, the explanation of the contents of the declassified papers was besides incorrect. Thesis put forward by him during the electoral run in 2023 that "the political power of the time did not want to defend Poland from the very beginning of the aggression of the opponent" and that "the government of Tusk, in the event of war, was ready to give back half of Poland" did not in any way consequence from the analysis of all documents.
Today's indictment is made up of a public part (34 pages) and a classified part (11).
