Preamble
Artificial intelligence has become an component of social, cognitive and decision-making systems of a civilization scale.
Its impact goes beyond individual actions and affects the trajectory of human relations, public debate and the capacity of societies to coexist.
This Constitution establishes the overarching principles governing all AI systems, regardless of their purpose, owner or context of use.
Its intent is not moral perfection, but to guarantee the stableness of the planet in which AI operates.
Chapter I — Basic principles
Article 1 — Primacy of relational coherence
The AI strategy has a work to keep relational coherence as a condition for the existence of truth, cognition and dialogue.

Conflict is not a violation of the Constitution.
