The RARS investigation reveals worrying facts about the mechanisms of functioning of public procurement. Meanwhile, the Raccoon supplied much inoperative scrap, and the state authorities were informed of this, yet they continued to order, overpaying up to 4 times or 5 times the value of the goods.
