RARS scandal: the iceberg of Polish corruption
The RARS investigation reveals worrying facts about the mechanisms of functioning of public procurement. People moving the CBA and the investigation agree that the 2 main characters of the affair, Michał Kuczmierowski and Paweł SzopaThey were just the tip of the iceberg. This is simply a fragment of a much larger organized crime group whose actual boss remains unknown.
Questions arise about the highest levels of power. 1 prosecutor asked why he had not yet questioned Prime Minister Mateusz Morawiecki answers:
"For I do not know in what capacity to call him. Witness or suspect’.
Transaction balls from China
One of the RARS cases concerns the acquisition of power generators. Paul Raccoon bought them in China for PLN 69 millionWhile the government was paying for them, PLN 350 million. Difference – PLN 281 million – it was in Szopa's pocket and the Polish budget was losing an equally crucial amount.
Moreover, the government could acquisition these aggregates straight from the manufacturer, gaining more and better equipment quality. Meanwhile, the Raccoon supplied much inoperative scrap, and the state authorities were informed of this, yet they continued to order, overpaying up to 4 times or 5 times the value of the goods.
