Greater engagement of citizens, the improvement of local initiatives and the request to improve the civilian defence strategy – these were the most crucial postulates that were voiced during Tuesday's expert conference organised by the National safety Bureau. The participants of the debate unanimously emphasized that the resilience of the state cannot be built solely on the actions of the services and the army.
