The RTV subscription is simply a mandatory fee resulting from regulations and includes persons with a radio or tv receiver. Settlement of claims may be controlled, but the selected groups are entitled to exemption. The Polish Post Office, which collects the subscription, informs on its website, who is entitled to specified relief and what formalities and papers are required to usage it.
