The improvement of armed forces, method modernization, construction of the Shields of the East and strengthening Poland's position in alliances are only any pillars on which we build the safety of Poland.
State strategical security
We are restoring assurance in the defence and safety authorities of the state. We update the most crucial strategical papers – the National safety strategy of Poland, the Political and strategical Defence Directive, The improvement program of SZ RP for the years 2025-2039 and we are working on a fresh strategy of Directing and Commanding Armed Forces.
We are catching up for erstwhile years in the area of issuing regulations for the Defence of Homeland Act and we are streamlining and ordering defence papers - a bill was adopted to improve the activities of the Armed Forces of the Republic of Poland, the Police and the Border defender in the event of a state safety threat and a bill to support entrepreneurs employing soldiers of Territorial Defence or soldiers of the Active Reserve. In addition, in cooperation with the Ministry of abroad Affairs, we have developed a long-awaited civilian Protection and civilian Defence Act.
We observe and learn from the war in Ukraine. We take work for the defence functioning of the state and for its legal preparation into the safety domain.
Development of the Armed Forces
The improvement of Polish armed forces is simply a continuation of good solutions and decisions from the past, as well as transformation and openness to modernity. Therefore, we establish fresh structures and adjust already functioning ones. We are besides based on conclusions from Ukraine. We have established a transformation command and components liable for drones and medical troops. We're developing a cyber area and reorganizing military wellness services. We focus on innovation and fresh technologies. We implement the "Resort Artificial Intelligence strategy by 2039" and make an Artificial Intelligence Implementation Centre. We build capabilities in the space domain. In the final phase there are contracts for the acquisition of 2 electronic satellite systems. We have established a Geospatial designation and Satellite Services Agency. Military space strategy is being prepared. In addition, as part of the investigation and Technological improvement Plan, we carry out 113 projects, including 67 national and 46 international.
We are preparing a improvement of military education. We will form the University of National safety (now the Academy of War Art).
Financing
We have definitely increased financial expenditure on defence of Poland. Taking into account the full financial effort of the state, in 2024 more than PLN 153 billion was planned for defence. This is over 4% of Polish GDP. In 2025, defence spending will scope PLN 186.6 billion - PLN 123.5 billion from the budget and PLN 64.4 billion from the Armed Forces Support Fund. This will represent a evidence ceiling of 4.7% of GDP. That's 60% more than in 2023 and over 2.5 x more than in 2022.
Poland is 1 of the leaders of NATO and Europe on defence spending, which places us as a leader among allies and an crucial voice of the region in global forum. Thanks to specified funding, we carry out purchases of modern equipment, build operational capabilities and increase the combat readiness of the Polish army.
Technical modernisation
We are intensively implementing modernization of the Polish Army. We have the highest budget always for an army and method upgrade. For a year we signed more than 110 contracts worth PLN 125 billion. Our purchases are closely linked to areas of training and infrastructure. This systemic approach allows for harmonious improvement of the armed forces.
We buy new, modern and, above all, effective military equipment. Modernization is contracts, but besides the introduction of fresh technologies. The Polish Army regularly receives fresh ones: tanks, combat vehicles, rocket and barrel artillery, aircraft and helicopters, ships and drones. These include American Apache strike helicopters, FA-50 combat aircraft, Kormoran ships and Swordfish. The most crucial contracts concluded in fresh months include: the IBCS strategy for the second phase of the Vistula and Narew program, lobster-K rocket launchers, Rosomak transporters, unmanned MQ-9B SkyGuardian, etc. We are constantly focusing on the construction of the most modern multi-layer air defence in Europe.
What is very important, we are finalising a bill to increase the capacity of ammunition production. We have PLN 3 billion to build ammunition factories in Poland. It is the first real initiative in Poland to increase the production capacity of ammunition, especially the most needed artillery ammunition 155 mm.
Alliance position
We have improved our position in alliances and our relations with global partners. We have established a strong position in NATO. At the summit in Washington, we negotiated even more than we expected – we obtained guarantees of support of allies for further strengthening of the east flank and expanding the pool of forces dedicated to the defence of Poland and the frequency of exercises in NATO format.
We have succeeded in reviving the thought of the Weimar Triangle and successfully working together in the European Union and in the formats of the North Group and the Visegrad Group, as well as in bilateral relations with: USA, UK, Germany, France, South Korea. and Slovakia.
In addition, this year: in Bydgoszcz we created the NATO-Ukraine Education and Analysis Training Centre, we established command of the Baltic Sea, where Poland will alternate command with Germany and Sweden. We besides proposed a Navy Policing mission to the Baltic. We are curious in developing a imagination of common air defence and rocket defence in Europe and have completed the launch of the rocket base in Redzikov.
A man in the spotlight
We decided on a thorough transfer of attention to the subjectivity of military personnel – soldiers and staff of the department. We have introduced 20% increases for soldiers and workers and 30% for military school teachers. Currently, the average wage of soldiers is over PLN 9253. We have changed the pay grid by expanding the differences between the individual bodies so as to reward work and encourage development.
We have earmarked immense resources to rebuild the equipment of individual soldiers in Operation "Speak". We supply, for years, missing, uniforms, shoes, jackets and care about the transportation of fresh and high-quality vests, weapons, helmets and medical packages. We adapted the military regulations to the realities, liberalizing the principles of the outward appearance of soldiers. This is simply a fresh beginning and an crucial recruitment step.
We took care of the welfare of soldiers and workers – we launched the intellectual support hotline, set up an office for military service conditions, formed a squad of protection of soldiers' rights. We are working on introducing the military household card and fresh benefits for veterans in the fresh bill.
Increasing military numbers
We are expanding the Polish Army. This year, we were over 208,000 soldiers in service. That gives us 3 seats in NATO. The increase in soldiers is evidence - that's nearly 16,000 a year. Of these, over 11,000 are professional soldiers, which gives us a full of 142,000.

We are implementing the process of forming fresh military units - 2 military brigades and a bomb squad. In the Territorial Defence Forces, we formed 2 brigades – 15th Lubuska and 17th Opole, thus closing the task of forming the OT Brigades in each province. WOT's numbers increased in 2024 by over 2,000 soldiers, reaching 42 thousand.
Eastern Shield
We launched the largest and breakthrough programme of defence of the east borders of Poland – National Fear and defence Programme “Tarcza East”. This is simply a multi-annual plan, combining Polish reinforcements with the activities of Baltic states – with the Baltic defence line. We have launched it to deter the enemy and, if necessary, to be prepared to defend our borders.
It is besides a large investment in the Polish economy. We will spend PLN 10 billion on building fortifications, shafts, warehouses, shelters, etc. The dimension of the shield is planned for approx. 800 km. The first episode is working.
Defence of east borders of Poland
The Polish Army has always supported the Border defender in protecting and defending the borders of the Republic of Poland in the framework of the Operation Safe Podlasie (replaced the erstwhile operations “Grif” and “Rengaw”). Soldiers and officers care about the safety and integrity of the border. Currently, there are 17,000 soldiers serving there, and half a year's changes are emitted by designated divisions. Their task is to keep safety until the Border defence Component achieves capability. In fresh months, we have improved the safety of border residents and improved the efficiency of action. We besides importantly improved the conditions of service of soldiers at the border.
Flood aid and Operation Feniks
The Polish army, first it worked perfectly in the fight against the flood itself in the south of the country, to carry out the operation of reconstruction and repair of harm to the resin. On a large scale, we conduct training in Polish Ukrainian soldiers units – over 575 trainings and more than 26,000 trained soldiers, of which 14.5 1000 are part of the EUMAM mission. Since the 2nd day of the war, in Rzeszów we run a logistics hub, which is liable for over 95% of deliveries to Ukraine. In Bydgoszcz we open the Centre for Analysis, Training and Education of NATO-Ukraine (JATEC). It is the first so crucial and measurable institution of cooperation between the alliance and Ukraine.
Relevant standards
We introduce appropriate standards of operation and cooperation to the Polish Ministry and Army. We have settled the activities of the "Smolensk Subcommittee" in a peculiar study and have sent appropriate reports of fraud and irregularities. In the ministry, we have conducted a thorough audit and we are making many improvements.
We have made a key “depoliticisation” of the Polish Army. We withdrew politics from the army and set a clear line between "mundour and suit". We restored the dignity of the soldiers by banning the usage of soldiers and military uniform as walls for political and rally speeches.
We build public assurance in the military, approval for defence and military activities, and rebuild the ethos of military service.
Projects close to people – “with the military”
We note a large social request for safety and content related to the military, self-defense and civilian protection. We run pro-defense and pro-social projects. We carry out further editions of the short, free, Saturday military training task for each "Train with the Army" (nearly 30,000 participants). We encourage you to volunteer to service young people “Holiday with the military”. It's a flexible form of service that enjoys large interest. We conduct “Education with the Army”, that is, school lessons for children and youth conducted by soldiers of local military units.
