For a period now, a military operation with the code name FENIKS has been under way in flood-stricken areas to rebuild harm caused by flooding. Road cleaning, river troughs and retention tanks, cleaning and drying of residential buildings and public utility buildings, carrying medical and supply aid to flooded people, building bridges and maintaining temporary crossings are the main challenges faced by soldiers of the Armed Forces of Poland.

On 23 September, a press conference was held at the office of the Ministry of National Defence in Warsaw, during which details of the operation launched by the Polish Armed Forces were presented. This operation focuses on 5 areas: safety, health, mobility, logistics and training.

More than 5,000 WP soldiers are active in the operation each day, of which more than 2,000 are soldiers of the Territorial defence Army. Military task forces WOT operate in Silesia and Lower Silesia - where the flood has done the most damage. In the town of Brzeg, the task force formed engineering troops. This group includes, among another things, road teams dedicated to restoring and rebuilding roads, bridge construction groups, pump assemblies. It besides operates Taskly Logistics Oleśnica Group, which protects the food and accommodation of soldiers, laundry services, replacement uniforming. Since 10 October, 98 German soldiers from the 4th Engineering Battalion have been present in Poland all day stationed in Bogen, along with 39 units of equipment. German bomb squads, belonging to 10. The Panzer Division is tasked with clearing the riverbed of the White Deaf River and strengthening its banks with specialized, dense engineering equipment. They operate mainly in the vicinity of Deaf and Bodzanov. These actions form part of the first line of effort that is security. As part of the actions in this line, the Polish Armed Forces have since the beginning of the operation FENIKS cleared and cleared over 37 km of roads from falling mud, rubble and another flood debris. About 25 km of roads were rebuilt, which active fertilization of aggregate, hardening of the surface, widening and clearing of roadside ditches and culverts. Thanks to the efforts of the soldiers, the natural flow of more than 2 km of riverbeds was reduced and restored. The specificity of these works frequently ruled out the usage of dense equipment, which forced soldiers to work only with the strength of their own hands. More than 50,000 tonnes of flood waste have already been exported from disaster areas. 40 000 tonnes of aggregate were delivered to the designated sites, which were used, inter alia, to strengthen the banks of rivers, rebuild roads, or, as in Bardo, to water the washed from the ground by the flood wave of the pipeline. Transported aggregate besides utilized to prepare the square for the construction of the temporary school in the town of Iron. A fresh school of 54 container modules will be placed on the specially prepared and hardened square, allowing children to return to average learning mode.

Within the second area of health, vaccination is continued by Mobile Vaccination Syndromes separated by Military Prevention medicine Centres. On 19 September, the Field infirmary in Nysa was launched as part of the FENIKS military operation on the initiative of the Minister of National Defence. It was organized with the support of 2nd Military Field infirmary from Wrocław and 25th Air Cavalry Brigade from Tomaszów Mazowiecki. Its main task was to supplement the deficiencies in healthcare after the flooding of Nysa region Hospital. In Nysa Field Hospital, more than 1,000 patients from Nysa, Prudnica and Brest counties have been given medical assistance since the beginning of his operation. all day, the facility received respective twelve people, providing 24-hour medical care to residents of the flood region. The Field infirmary offered comprehensive internal-surgical assistance, paediatric assistance, and support in emergency situations of wellness and life. tiny surgical procedures, emergency vaccinations and medical evacuations were carried out in the facility erstwhile necessary. In addition, there are 10 Disinfective Task Teams that inactive carry out disinfection of public facilities, roads, city fingers or wells. Since the beginning of the operation, about 16 225 m2 of buildings and more than 10 km of roads have been disinfected thanks to the engagement of chemical troops. The journey is possible thanks to a joint initiative of the army and the Marshal's Office of Kujawsko-Pomorskie Voivodeship. Both children and their caregivers will be taken care of by a psychologist.

As part of the 3rd support line, we work together to reconstruct mobility. On October 25, a temporary bridge is scheduled to be opened in Deaf The temporary bridge DMS-65 is simply a solid military construction 72 metres long that will supply the residents with a safe crossing until the permanent bridge is completed. Additionally, the Engineering Forces carry out works on the construction of 8 another temporary bridge crossings in Krapkowice-Żywocie, Krosnowiec, Wawrzeńczyce, Markowice, Wilkanów, Bielice, Lądek Zdrój and Śląskie. There are inactive 3 temporary bridge crossings in Głuchołazy, Karzegoszcz and Kantorowice.

In the 4th area is widely understood logistics. Soldiers inactive care about the transportation and distribution of water and food for needy residents. In this respect, there are 3 serving points in Site Śląski, Land Zdrój and Nysa. Since the beginning of operation FENIKS, about 72.4 1000 meals have been spent for civilians and nearly 7 050,000 l of water has been distributed. To date, soldiers have transported and deployed over 100 specialized containers, which the Government strategical Reserve Agency has handed over to victims. These included residential, sanitary, office and retention containers. In addition, heating heaters providing the residents with heat on colder days were distributed as part of the support. In this area, it is besides crucial to supply nutrition and accommodation for soldiers active in the operation.

The Armed Forces of the Republic of Poland besides operate within the scope of the last line of effort, which is training. It launched the SI FENIKS app. The SI Phoenix web application was created to automate and streamline the transmission of requests from public administrations for the usage of forces and resources of the Polish Army to mitigate the effects of flooding. In addition, preparations are underway for the starting 4 November crisis management training with representatives of the state administration at the level of the municipality and the county.

Operation Phoenix is scheduled until 31 December 2024, with the anticipation of extending it - if necessary.
