New Digital Geneva Convention? Cyberwar Ethics

After Putin's kinetic invasion of Ukraine, there was much talk about how we would deal with the first cyberwar on a large scale. But that did not happen. Does the escalation of the conflict in the mediate East again make the debate on this subject valid? How do we talk about hacker ethics during the war?
