Three days off from work for each kid and a 7-hour working day for parents of children up to 13 years of age is an thought that enters the wallpaper. Petition on this issue has already appeared a fewer months ago (we reported on our website), but the subject returns like a boomerang. Is it possible for parents to enjoy additional privileges from a fresh year? And most importantly, could this thought have a crucial impact on children in Poland and encourage young people to have offspring?

Parents of children under 13 would only work 7 hours a day? This is 1 of the demands of a citizen petition that was brought to the Sejm. Its main nonsubjective is to encourage young people to have children. In addition to a shorter working day, they would receive an additional 3 days of remainder leave for each child, but not more than 9 days a year.
However, the cost of specified benefits would not be borne by the employer and would be transferred to the Social Insurance Fund. "The costs of the leave referred to in paragraph 1a shall be compensated by the employer at his request from the Social Insurance Fund. The minister liable for work will determine, by regulation, the amount of compensation and the detailed content of the application and the procedure for examining it" - we read in the petition.
What does this mean in practice? specified benefits would make it easier for parents to have children under the age of 13 to reconcile work with childcare. The parent would work little and would have an additional 3 days of leave each calendar year, for each kid (a maximum of 9 additional days of leave under the above pool). This leave was to be financed by the Social Insurance Fund, but whether it would be 100% - this was decided by the Minister of the household of Labour and Social Policy in the implementing regulation issued on this subject.

"Children in Poland have fallen to evidence level. According to the Central Statistical Office, in 2024 the fertility rate was only 1,099, which means that the average female of childbearing age (15-49) had on average just over 1 child. This is the lowest score in the past of the 3rd Polish Republic and 1 of the worst in the European Union. In the meantime, in order to guarantee the replacementability of generations, an indicator of 2.1 (without migration) is necessary" - the petitioners are alarmed who want to fight against demographic decline with their demands.
The paper on 23 July was submitted to the Sejm, and on 5 August this year it was addressed to the Parliamentary Committee on Petitions. On 23 October, the subject was one more time discussed, but without any specifics, the deadline for considering the petition was extended.
The deadline for the Commission's parliamentary gathering has not yet been set, during which the citizens' draft petition would be submitted to its members. For the time being, no legal opinion has been drawn up by the Parliamentary Bureau of Experts and Impact Assessment on its conclusions.
