On Monday, Karol Nawrocki announced that he would not sign the Law on support for Ukrainians. However, in his speech there was information that was not in line with the facts – we explain the details below.

President Karol Nawrocki, referring to his decision on Monday, stressed that in the erstwhile package of laws he signed as much as 21, vetoing only one. This time the balance sheet looks different – he accepted 5 laws and 3 rejected. 1 of his vetoes will peculiarly affect Ukrainians surviving in Poland.

Additionally, his statements featured messages that "in the past were a carrier of misinformation". This was analysed in item by Demagog.org.pl.

1. Nationality

During a short statement, Nawrocka announced, among others, the preparation of his own draft bill, which would introduce fresh rules for granting citizenship – and already here, the president passed distant with the truth.

This passage of his statement: "So he acknowledges that the process of granting citizenship, this is simply a presidential prerogative, should be extended from 3 to 10 years. And that is the proposal in this bill."

Service Demagog.org.pl points out that according to the Foreigners Act (Article 195), a foreigner who came to Poland for commercial purposes may apply for the right to reside after 4 years (paragraph 6(c). For refugees, this period is longer and is 5 years (paragraph 6(a). Only after obtaining the right of residence begins the required 3-year period, which in practice means that citizenship can be requested only after 7-8 years.

"I have already translated this in Parliament. Polish citizenship can in rule be obtained after 3 years of permanent residence in Poland ONLY for persons granted asylum. The standard needs 8 years. another solutions are utilized for people proving Polish origin" – said deputy head of the Ministry of abroad Affairs Maciej Duszczyk.

And the head of the Ministry of abroad Affairs Marcin Kierwiński signed this very hard: "The co-workers misled Mr. Nawrocki about the time he obtained Polish citizenship. I mean, it's impossible that it's just populism and lying. Standard time is 8 years. Shorter time only applies to asylum seekers. And these are individual cases."

2. wellness care

Nawrocki besides repeated disinformation that Ukrainians had better access to wellness care in Poland than Poles.

– If we look at wellness protection and see a certain preference of the Ukrainians towards Poles, and the wellness protection that the Ukrainians have, regardless of whether they undertake work and discharge the wellness contribution or not. This puts us in a situation where citizens of the Polish state, in their own country, in Poland, are treated worse than our guests from Ukraine – it fell from Nawrocki.

That's not actual either. The Polish authorities, including the wellness ministry, have frequently straightened out specified reports.

"The rights of patients from Ukraine covered by the Aid Act, as well as those covered by wellness insurance on general terms, are so subject to precisely the same restrictions as the rights of insured Polish citizens. These are due to the regulations defining the alleged warrant benefit basket. There is no question of better treatment of Ukrainian citizens" – he informed the Ministry of Health, which Demagog besides draws attention to.

3. Privileges

In addition, a place was published on 1 of Nawrock's social media accounts, which is signed: "President Karol Nawrocki does not agree to privileged treatment of citizens of another countries. Therefore, he decided to veto the Act on assisting Ukrainian citizens in the current form and present his own legal proposals".

Let us emphasise that aid to refugees from Ukraine was regulated by a peculiar Act of 12 March 2022, adopted in connection with Russian aggression. These provisions are regularly amended.

Ukrainians can benefit from the same social programs as Poles, provided that certain criteria are met, including having a PESEL number and legalized residence. Since 1 June 2025, the benefit of 800 plus is granted only to children of Ukrainian citizens who attend Polish schools and kindergartens.

Nawrocki reaches for propaganda from Russia, and Ukraine may lose access to the Starlinks

"On how Russia implemented (and continues to do so) to the West a communicative about 'Ukrainianization', about how 'Ukrainians have more rights than ... (put in Western citizens)' has written hundreds of reports. And abruptly the Polish president makes Russian narratives Polish politics. Nightmare" – signed Nawrock writer Anna Mierzyńska, who deals with misinformation.

If that's not enough, Nawrocki's decision could hit the war in Ukraine. "Presidential veto cuts blind! Karol Nawrocki excludes the net of Ukraine by his decision, due to the fact that it de facto means his decision to aid the citizens of Ukraine" – Krzysztof Gawkowski wrote on Monday in the X service.

"This is the end of the Starlink Internet, which Poland is providing to the war-torning Ukraine. It is besides the end of support for storing Ukrainian administration data in a safe place," he added. "I can't imagine a better gift for Putin's troops than cutting Ukraine off from the Internet, as the president just decided," said the minister.

And this is how the head of the MON Władysław Kosiniak-Kamysz addressed the case during the press conference: – As for the law on assistance for the fighting Ukraine, this bill does not boil down to 800 plus. I'm most likely even more extremist than the president. The Act boils down to helping those who are besides fighting for Polish security.
