The content of the 28 points of the peace plan for Ukraine was revealed. U.S. website presses Kievto conclude an agreement within a "fast deadline" as further advancement by the Russians will only consequence in even greater losses and demands than before. Witkoff consulted Russian envoy Kiriel Dmitriev on the matter. Zelenski described the plan as a “vision” of the USA, but not as a final offer. He stated that Ukraine had clearly defined its ‘red lines’ and will contribute to the plan being ‘very significant’.

1. The sovereignty of Ukraine is to be preserved.
2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the past 30 years will be considered solved.
3. Russia is expected not to invade neighbouring countries and NATO will not grow further.
4. A dialog will be held between Russia and NATO, with the mediation of the United States, to address all safety issues and make conditions for de-escalation to guarantee global safety and to increase opportunities for cooperation and future economical development.
5. Ukraine will receive credible safety guarantees. (A typical of the US authorities told Axios that this would be a clear safety warrant for Ukraine from the United States. This is the first time specified a warrant has been officially touched during the talks. However, the proposal does not include further details on its scope).
6. The numbers of the Armed Forces of Ukraine will be limited to 600,000 soldiers.

10. US Guarantee:

The remainder of the frozen Russian funds will be invested in a separate US-Russian investment fund that will implement joint projects in circumstantial areas. The aim of this fund will be to strengthen relations and common interests in order to make a strong incentive to avoid conflict again.
15. A joint US-Russian safety Working Group will be set up to advance and guarantee compliance with all the provisions of this Agreement.
16. Russia will legally sanction its policy of non-aggression towards Europe and Ukraine.
17. The United States and Russia will agree to extend the non-proliferation and control treaties, including the START I Treaty.
18. Ukraine agrees to be a non-nuclear state in accordance with the Non-Proliferation Treaty.
19. The Zaporozh atomic power plant will be launched under the supervision of the global Atomic Energy Agency and the electricity produced will be shared equally between Russia and Ukraine — 50:50.
20. Both countries commit to implementing educational programmes in schools and society to advance knowing and tolerance towards different cultures and to destruct racism and prejudice:
- Ukraine will adopt EU rules on spiritual tolerance and the protection of language minorities.
- Both countries will agree to abolish all discriminatory measures and warrant the rights of Ukrainian and Russian media and education.
- All ideology and Nazi activity must be rejected and banned.
21. Territories:
- Crimea, Lugansk and Donetsk will be considered de facto Russian, including by the United States.
- Cherson and Zaporozhes will be frozen on the line of contact, which will de facto mean designation of Russian territorial acquisitions, according to the line of contact.
- Russia will renounce another agreed territories that control outside 5 regions.
- Ukrainian forces will retreat from the part of the Donetsk Oblast they are presently controlling, and this withdrawal region will be considered a neutral, demilitarised buffer zone, recognised by the global community as belonging to the Russian Federation. Russian forces will not enter this demilitarized zone.
22. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. safety guarantees will not apply in the event of a breach of this undertaking.
23. Russia will not interfere with Ukraine's usage of the Dniepr River for commercial purposes. Agreements on the free transport of cereals through the Black Sea will besides be adopted.
