15 US companies will be exempted from export restrictions

The Ministry of Commerce of the People's Republic of China adjusts the list of US export control entities. On 5 November, a spokesperson for this ministry reported that, according to an agreement reached during Chinese-American business talks in Kuala Lumpur, China will correct export control measures against any US operators.

According to reports, the ministry announced 2 communications this year — No. 13 of 4 March and No. 21 of 4 April 2025 — under which a full of 31 US companies were included in the list of export control entities, meaning a ban on the export of dual-use goods.

In order to implement the arrangements reached in Kuala Lumpur, the Chinese organization decided that from 10 November 2025 to 15 entities included in Communication No 13 the control measures would be abolished. For the 16 companies listed in Communication No 21, the existing suspension of measures will be extended for another year.

The Ministry’s Ombudsman stressed that exporters wishing to sale dual-use goods to these entities should apply to the Ministry of Trade in accordance with the provisions of the ‘Regulation of the People’s Republic of China on the control of exports of dual-use goods’. Applications will be processed in accordance with the applicable regulations and exports will be allowed if all requirements are met.
