The parliament unanimously (437 votes "in favour" and no 1 was against) adopted the bill on 5 August 2025, which yet resolves the issue of pensions granted in June 2009-2019. Those who retired during this period in June were victims of an adverse mechanics to value contributions.
In their case, yearly valorisation was used, while applicants, e.g. in May, benefited from quarterly valorisation, which was much higher. As a result, their service was lower than if they had completed the work a period earlier.
Who precisely is the bill? Among others, persons who retired in June 2009-2019
The fresh rules will not only cover pensioners. According to ZUS data from March 2024, the bill affects a full of over 100 1000 people. This group includes:
95.5 1000 pensioners granted benefits in June 2009-2019,
8 000 survivors' pensions from insured persons who retired in June during that period,
a group of persons entitled to a survivor's pension after insured persons who died in June 2009-2019, having reached their retirement age but had not been able to apply for a pension.
How will ZUS number the benefits, and what increase can be expected?
The patch for the incorrect algorithm is simple and this time beneficial for seniors. Retirement will be calculated as if the application was submitted in May of a given year, if it would be more advantageous for the recipient. The amounts will be eligible according to March 2010-2025 indicators.
ZUS from the vending machine, without having to submit any applications, will re-establish the amount of benefits and inform seniors. In addition, the Act guarantees that the recently calculated pension may not be little than that paid to date.
The final amount of the increase will be individual, but seniors can number on an increase in the monthly benefit by the amount they have lost over the years by the unjust system. In any cases it is up to PLN 200-400 per month.
Unfortunately, there will be no retroactive compensation for lost months
The fresh vote showed full political approval and the draft was adopted rather rapidly (to the Sejm on July 15), but in the course of it he encountered logs. Not long ago his destiny weighed down due to the dispute, of course, over money.
The household resort, headed by Minister Agnieszka Dziemianowicz-Bąk, demanded that seniors receive compensation for the period from 1 July 2025 (originally since that day there was a raise). This was opposed by the Ministry of Finance, which indicated an additional cost to the budget of about PLN 140 million.
The trade unions FZZ and NSZZ "Solidarity" in their comments pointed out explicitly that "the draft of the abovementioned law does not affect the issue of compensation for the past" and that the deficiency of compensation "brings opposition". In the end, it faced a solution that does not supply for retroactive compensation and focuses on expanding current and future benefits.
When are there going to pay bigger pensions from the Social Insurance Institution?
The passed bill (the task can be read entirely on the Sejm website) will now go to the legislature and then to be signed by the fresh President. Given the unanimous attitude of the Members, there should be no more perturbation.
According to the draft, the fresh regulations are to enter into force on 1 January 2026. From that day on, ZUS will have 3 months to recalculate. Thus, the first payments of higher, recalculated benefits should be paid to elder citizens at the latest in the spring of 2026.
