Professor Witold Modzelewski and I are talking about who wants to liquidate cash, about digital stupidity and surveillance, and about how to fight the non-cash lobby of Poland, i.e. “Friday for cash” promoted by the Institute of civilian Affairs.

(Interview is simply a edited and completed version of the podcast Are you aware? p. Gold is 100 years old. Weapons of cash in front of the Polish Non-cash lobby).

Witold Modzelewski

President of the Institute for taxation Studies. prof. of the Faculty of Law and Administration at the University of Warsaw. From 1992 to 1996, he was Deputy Finance Minister liable for rebuilding the strategy of Polish taxation law. During his word of office, among others, there was a taxation on goods and services and excise duty, the banderolling of excise goods, investment credits in income taxes, rules on the recognition of taxable persons (NIP). Academic lecturer at the University of Warsaw. associate of the National improvement Council at the president of the Republic of Poland. Honorary president of the National taxation Advisory Board. associate of the “Poland 2000 Plus” Forecast Committee at the Bureau of the Polish Academy of Sciences.

Rafał Górski: The president of the Bank of America has openly said that they want a non-cash society, due to the fact that getting people to control to their digital payment systems provides them with fees and data about us. Brett Scott spoke about it in civilian Affairs Week. in the interview “War with cash”.

Who is fighting the war on cash and why?

Witold Modzelewski: I think the answer to this question would require a very complicated origin search, so I'm just going to make a hypothesis.

Obtaining data about the citizen made it the main origin of income. There has been a fresh request of a national and global nature – collecting information about the citizen, about his behaviour, about his assets, about his expenditures – is nothing but surveillance.

Surveillance is simply a means, not a goal, to collect data that you simply sell. As we, as citizens, are little and little subject to assessment, we are curious in what politicians do, we have been fooled. Not for the first time or the last time, but we were fooled by the presumption that digitalisation is progress. We know the definition of advancement or modernity, and we have failed to submit to any political or public debate of this hoax, that modern definition of advancement and modernity is digitalisation. It in turn is simply a means of raising information capital, which is simply a commodity.

Behind the paragon of pseudomodernity you can monitor the citizen in the simplest way. This is simply a way to deprive the citizen of anonymity and privacy in the area of spending his assets. Of course it's all against the Constitution.

The atrophy of our political strategy and modern democracy is that all crucial matters for citizens have been denied, including the fundamentals of freedom and property on which we would like to build our existence.

These basic principles have been denied, and we have not noticed that this has already happened, surrounded by the explanation of modernity and digitalization, which is surely preached besides in good, but besides in bad, faith. In fact, we've already lost this battle. We, as citizens, have lost, although we cannot go to a circumstantial underground. But it's a separate story.

I was reminded of specified a reflection from Julian Assange’s book, Cypherpunks’. This book states that “the Visa/MasterCard strategy is simply a spy currency”. FinTech Corporations, which is finance and technology, are trying to digitize our full world. They're very large today, they have tremendous influence, and they're completely unspoken. It's called BigTech, not FinTech. Corporations are affecting Eurocrats who want to introduce a maximum cash payment limit of EUR 10 000 throughout the European Union. What do you say?

We believe that this is the effect of the atrophy of the European Union's political system, which is the legislator and not the state. In the last fewer 100 years, this is the first case where a part of government is created, which is not a state. And if he's not a state, then there's no power that works in the interests of the full state. We have a magma of influence, lobbying, catering, and, above all, legislative lobbying. There is no depositor of the public interest of this organisation due to the fact that the European Union has no public interest due to the fact that it is not a state. It's a court without a king. The court ruled, but there was erstwhile a king who represented the public good and sometimes appealed for the interests of the citizens. Now we only have a court, but we don't have a king. It's a lobbyist's paradise.

With specified a advanced level of penetration or dominance of government by lobbyist influences as in the Union we have not met in any country – or in a similar, akin creature – due to the fact that there is no balance of authorities there.

We have legislative power, we have no executive power. We have a pseudo-judicial authority, but 1 that makes certain that this incorrect law is implemented by the states. This is 1 of the tens of normative actions that are going to lead us to full surveillance.

We operate without censorship. We don't advertise, we don't charge for texts. We request your support. Throw yourself in the media.

The European Union in its present form – not the dream 1 or our metaphor to which we most frequently mention in consciousness – has denied the fundamental division between public and private matters.

Since there is, in fact, no public affairs in the Union, it deals with private matters, i.e. it enters the privacy of citizens. The citizen of each country, due to the fact that the Union itself does not give citizenship, has become the subject of hostile surveillance. Information about this citizen is utilized against him. Of course, by the way, any misdemeanors are said to prevent money laundering. Nobody contradicts this phenomenon, only the average consumer, the absolute majority, has nothing to do with money laundering. Therefore, no 1 believes in their stupidity. And you shouldn't believe it, but it doesn't matter.

The vote has been taken from us, in individual matters we have no voice and we are ruled by those who are guided by interests contrary to the interests of citizens, and any votes against have been silenced.

CBDC – what is behind this shortcut?

Digital euro. This is simply a step that goes farthest and, for example, how it will be possible, under the appearance of a simple payment service, to introduce the euro in associate States that do not have it. Above all, under the appearance of modernity and making it easier to convince us to be watched voluntarily. I am convinced that we will mostly not let ourselves be watched and will not apply the incorrect law. moving distant from this surveillance isn't that complicated. We're the only ones who don't appreciate the state of emergency yet, we're not moving distant from here, and we believe in this hoax.

We will be convinced that the digital euro will benefit us. And perhaps, any individual benefits, as average people, but besides companies, we can achieve. On the another hand, it is known that specified action is simply a means and not an objective. There's quite a few meaning here.

It is besides a political measure. Those who support the introduction of the euro throughout the European Union and the abolition of national currencies want to do so in a formally illegal but acceptable way in the form of an executive order, a law straight applicable. This is an example not only of how it can be done, without compromising the form and at the same time in violation of any possible procedures to defend the well-being of citizens, to subject them to supervision, but besides to introduce a abroad currency in individual countries that they do not want and have not even introduced, but will yet agree with the facts achieved.

What kind of misinformation and fake news are we dealing with about cash?

One of my students writing a master's thesis said that digitization is simply a fresh religion, that is, mystification is presented in an essential way. The false consciousness that has been created is that we are to be in favour of advancement and modernity. So it's always telling us that everything is to be upgraded, although we already know. However, we do not combine these 2 facts that most frequently modernization involves destroying what worked better and switching to something that works worse. It is explained to us that this is simply a natural order of things, due to the fact that erstwhile introducing innovation, 1 has to accept their dysfunction for any time. But not just that.

One day they referred to a certain attitude that we should not necessarily cultivate in our consciousness – to laziness. Our request for laziness, deficiency of equipment and deficiency of interest in our property will be able to realise, due to the fact that we will believe that institutions specified as banks, even called public trust institutions, care about our property. Yet all the most commonly known cases, including loans denominated in abroad currencies, show that these institutions are not public trust entities, they cannot be trusted due to the fact that they mislead us. Then they make money off our mistakes due to the fact that we trusted them.

False awareness on fundamental issues is simply a trampoline, something like a grandstand or pulpit, due to the fact that it is almost a religion from which 1 can preach any nonsense.

This is to service modernity, and we must be modern, due to the fact that if we do not modernize, we should be ashamed and run away, but we can escape evil. The simplest method is to escape to another assets, especially those currencies that will not be digitized. And if these currencies are not real, they will be created so that they are real and do not have their issuer.

A 100 years ago, on 28 April 1924, the Polish gold was introduced into circulation as the authoritative national currency. There was a change in the monetary strategy and the zloty replaced the Polish brand. Why is it worth defending cash?

First of all, to defend the welfare of Polish citizens. That is, a national egoism that means that the business of my neighbour and individual I pass on the street is just as crucial to me as my business, due to the fact that if he's doing well, then so am I. So the property of my countrymen is the origin of my wealth, and wealth must have its own average that we rule. This carrier of wealth in the form of separate money is the basis for defending interests, us as a collective. These are beautiful fairy tales, of course, but you gotta believe in these fairy tales, due to the fact that otherwise specified an thought like Poland does not make much sense.

It is simply a fairy tale that we will have an impact on our authorities and that they will carry out the interests of citizens. Authorities are incapable to implement it effectively if they do not take care of the basic average of our property and freedom in the form of currency.

If it's a abroad currency, individual else will regulation it. Of course, you can substitute specified a fake image that whoever will emit abroad money will besides be guided by our interests, and we are to believe that due to the fact that we are stupid. any nations have believed that our trait, let's call it national, is foolishness, it's not a secret. There is specified a wonderful book that is worth reading “The Acts of Stupidity in Poland” Bocheński. It is inactive current literature, although it talked about the 18th century and our then politics, which led us to disaster and lost statehood.

The starting point, the good of our country, is Polish money, where we keep our own value and freedom, which gives us sovereignty in ownership.

16 August 2023, on the occasion of the Cash Pay Day and as part of the citizens' run “Cash Gun!” Institute of civilian Affairs sent an open letter to Prof. Adam Glapiński, president of the NBP. We reminded him that cash is our common good. We called for action in favour of “Friday for cash”: (1) expanding low denominations in circulation, (2) removing “bankmachine waste”, (3) requiring public offices to receive cash, (4) the elimination of the transfer of non-cash card payment costs by banks and card organisations to customers (companies and people), (5) the NBP's increased backing of information and education campaigns to encourage citizens and entrepreneurs to usage cash daily.

What do you say?

Of course, I sign each of them due to the fact that I care about my own. Let us effort to read Bocheński's work and effort to remember that the most we made was our stupidity. Our foolishness is our trust in stupidity, our trust that it works in our interests.

The only entity that works in our interests is ourselves, all others do not have that responsibility, and vice versa – in their interests is to act in our interests due to the fact that they are to act in their own interests.

Therefore, if we believe in the interests of our citizens, we must find all space – legal, territorial, intellectual, axiological – that will let us to accept for certain the overarching rule of the good of Polish citizens, alternatively than the good of citizens from any another country. Without their own money, this cannot be achieved, and citizens must be given freedom to own their own property, then they can rationally, undistorted and unsuspected by their own interests. Of course, they may be incorrect about it, but if they don't try, they won't learn to defend their own, and we can learn to defend our own if we don't take distant the freedom to search for our own ways of success and happiness. It sounds so high-pitched, and I'm not precisely good for those high-pitched words, but it's worth remembering the basic words.

They have very simple and everyday content: the welfare of the Polish citizen depends on the fact that his assets will be stored in money, which will be under his control through the democratic institutions of the Polish State.

There are no intermediate states, this is the only way, others are at best hostile to us, and very frequently will besides be hostile.

What crucial question has no 1 always asked you about the things we talk about? And what is the answer to that?

In fact, you are the exception, and I am very glad that I have the chance to give an interview to the Week of civilian Affairs.

Our conversation is not a typical discussion for what is called a media image, not to mention the alleged media, which were called opinion-forming, due to the fact that we will not read anything about it there.

The questions you asked are, however, something special. In the public debate, we have no chance to have a conversation around them.

Today listening to the radio – I don't want to do advertising or antireklama to anyone, this is radio related to the current power – I heard that the biggest charge is populism, that if individual is simply a populist, then 1 should not like it. So this is already a stigma and it should be removed from public space. Those good ladies who spoke, with all due respect, I will remind where the word "populism" comes from. It comes from a word populus, populusromanus The Roman people. Populus romanus was the superior value, so commonly said at the time, although not always so, but at least in axiology it was assumed that good populiromani was the top good, salusreipublicaesupremalexThe common good is the highest law.

He who acts in Poland for the good of citizens is present a "populist". Those for whom it is simply a word of stigma are wrong.

What is in the interests of the citizen is simply a public good: res publica – a public thing is simply a common good, and money is the essence of measuring our assets and its storage, thesaurusization. Thank you for asking me that.

Recently, I spoke to Dr. Artur Bartoszewicz, a prominent typical of the younger generation of economists. It turned out that his thoughts were rather similar. I think that is what most Poles think, but we are not given a vote. Thank you for giving me the floor.

And I thank you for your courageous voice in defence of cash.
